The United Kingdom and France to Deploy Military Personnel to Ukraine if a Ceasefire Accord is Reached

The UK and France have inked a statement of purpose concerning the stationing of military forces in Ukraine if a peace deal be made with Moscow, the UK Prime Minister, Sir Keir Starmer, has declared.

Following negotiations with Ukraine's allies in Paris, he noted that the two nations would "set up operational bases in various parts of Ukraine and build protected facilities for weapons and military equipment" to discourage any future invasion.

The coalition members also put forward that the America would assume leadership in overseeing a ceasefire.

The Kremlin has consistently stated that any external forces in Ukraine would be considered a "acceptable aim", but has as yet not responded on this new announcement.

Context and Ongoing Hostilities

Russian President Vladimir Putin launched a comprehensive attack of Ukraine in the start of last year, and Russian forces currently occupies approximately 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our pledge to be alongside Ukraine for the long-term," remarked the British leader.

National leaders and senior officials from the "Coalition of the Willing" participated in the recent discussions.

Speaking at a joint press conference, he further said: "It paves the way for the operational parameters under which allied and coalition forces could work on Ukraine's territory, protecting Ukraine's skies and seas, and rebuilding Ukraine's military for the future."

The UK prime minister added that the UK would take part in any Washington-directed monitoring of a prospective cessation of hostilities.

Defense Assurances and Negotiation Stances

Top American diplomat Steve Witkoff remarked that "long-term security guarantees and robust economic promises are vital to a enduring ceasefire" in Ukraine – mentioning a major condition made by Kyiv.

Witkoff indicated the partner nations had "mostly completed" their work on finalizing such pledges "to ensure the citizens of Ukraine know that when this war ends, it ends forever."

The former US envoy, ex-President Donald Trump's representative, also took part in the negotiations.

At the same time, France's leader Emmanuel Macron stated that Ukraine's allies had made "significant progress" at the meeting.

He noted that "robust" safety pledges for Ukraine had been agreed in the event of a possible truce.

President Volodymyr Zelensky said that a "huge step forward" had been made in the talks, but added that he would only consider efforts to be "sufficient" if they culminated in the end of the fighting.

Earlier, Zelensky said a peace deal was "largely prepared". Agreeing on the last 10% would "determine the fate of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Land and security guarantees have been at the heart of ongoing disputes for diplomats.
  • Putin has consistently stated that Ukraine's forces must retreat from all of Ukraine's eastern Donbas region or Russia will seize it, rejecting any compromise over how to finish the war.
  • Zelensky has to date rejected surrendering any land, but has floated the idea that Ukraine could withdraw its troops to an agreed point – but only if Russia does the same.

Moscow currently occupies about 75% of the Donetsk region and some 99% of the neighbouring Luhansk. The two regions form the heartland of the Donbas.

The original US-led multi-point peace plan that was widely leaked to the media last year was perceived by Kyiv and its European allies as being heavily skewed in Russia's favor.

This triggered weeks of intensive negotiations – with Ukraine, the US and European leaders trying to revise the document.

Recently, The Ukrainian government sent the US an revised 20-point plan – as well as additional documents describing possible security guarantees and provisions for Ukraine's recovery, Zelensky said.
